Scope and Objectives of the Building Program
The purpose of SNO’s Building Program is to provide the architect and the building engineers with the information about the 4-Phase Plan and the requirements that must be met in the design of the buildings in order to serve SNO’s Mission of bringing public services to Salcha utilizing renewable energy resources. When completed, the Building Program stands as the project source book, providing all the essential information and guidelines.
Objectives of the Building Program
Salcha’s Neighborly Organization, was created specifically to bring public services to Salcha (i.e. a branch of the U.S. public library system, a bus stop on the public transit system and other social needs). Salcha as an unincorporated community has no local government representation. Historically, non-profit organizations have cared for community needs. SNO plans on initiating a new volunteer credit system that will allow neighbors to volunteer their time for credits that can be exchanged for any charge at any SNO enterprise.
Salcha's Neighborly Organization's objective is to use it's non-profit status to provide a 'safety net' of community services. These services will be sustained through the much needed enterprise of a laundromat. Of Salcha's nearly 1000 residents, one-third of them live without indoor plumbing. The closest public laundry facilities is over 20 miles away. Recently, several blocks of land in Salcha have be reclassified for residential use. Many of these areas are without good water and the future owners will also need public laundry and shower facilities. These much needed laundry and shower services can support other public enterprises.
Outline for a Building Program
SNO will begin with creating the laundromat and utilities facilities. However, the overall design should reflect the most benefit to the 4-phase community plan and the needs for each future addition.
1. Consider utilizing the most ‘green technology’ and energy conservation methods as possible. Greater energy conservation within every factor of construction; including, but not limited to insulation (see insulation chart attachment # __). Plan for integration renewable energy resource systems (wind, solar, gasification furnace).
2. Consider locating all utility operations to one central area; either within Phase 1: Laundry mat, or given it’s own building and channeling the heat/water to other buildings.
3. A Heat Recapturing system should be considered; possibly with radiant heating in the floor and/or walls. Consider utilizing the heat from the dryers venting system.
4. Consider fuel supply routes and storage when designing buildings location and parking lot.
5. The general ambiance should be perceived as inviting, unique, clean, warm and safe.
Service Area
The state of Alaska Department of Commerce, Community and Economic Development’s website states that Salcha is an unincorporated community, 33 miles southeast of Fairbanks. It encompasses 72.0 square miles of land and 2.2 square miles of water. The State estimated population in 2006 at 946 residents, (644 aged 16 and older and 302 children); one-third of which live without indoor plumbing.
Community History
Salcha holds few public services. The Fairbanks North Star Borough provides and maintains our local dumpster sites, the Highway and educates our children.
The improvements these non-profits have brought to Salcha were funded through state grants, national grants and local fund raising.
The Salcha’s Neighborly Organization is the non-profit created by Salchans for the sole purpose of providing needed public services to our community. SNO believes that clean hygiene, adult education, and a dependable bus ride to a job will enable economic growth; along with personal and social well-being. Through providing public laundry and shower capabilities for a nominal fee SNO can then maintain and support other needed public services.
In the past, several private industries tried to build a laundromat in Salcha. They recognized the profitability; but, were unable to receive permission to build from the necessary government agencies.

1. SNO would like to build upon acreage that is public land and meet all necessary requirements to accomplish SNO's mission. The FNSB Borough of Land Management is in full support and is awaiting a letter identifying five acres, for these purposes.
2. "Green" technology or renewable energy resources need to be taken advantage of to create a sustainable enterprise to service Salcha.
3. LED lighting should be utilized when and where ever possible. Task lighting should be controlled by sensors; with a main switch the caretaker could turn off at the end of the day; perhaps on a timer.
4. Security cameras should view the parking area, entrances and the laundry machines.
5. All door locks should be electronic and with the capability of quickly and easily changing the combination.
6. Flooring will be on a cement pad with a heat recapturing radiant heat system connected to the laundry facilities. It should be covered with the most durable surface; or something easily and cheaply replaced.
7. Windows should line all the south walls and will need insulation in the form of shutters or blinds for the dark winter months.
8. There must be safe and ease of ingress and egress routes used by all vehicles, including trail and off-road. Have appropriate turning radius in parking lot to facilitate future public transit.
9. Roof lines should support snow fall that does not hinder entrances, walk ways, driveways, or plug ins.
a. The buildings should have their lengths running east to west to take advantage of the roof line for solar panels.
b. The buildings should be highly visible and positively identifiable from the highway.
c. Parking entrances should be easily identified from Grieme Road.
d. Insulation value of all constructed buildings should be the ‘super insulated’ value of R40.
e. Building entrances should be street level with no steps to ease handicap access.
f. Consider a delivery/supply driveway for furnaces/boilers.
g. There should be appropriate on-site signs.
h. Consider all fire prevention procedures for safety (i.e. installed sprinkler system).
I. Consider having a few parking spots with plug in capabilities.
j. There should be appropriate exterior lighting to provide safety.
k. There should be an appropriate gutter system.
l. Landscaping should not hinder pedestrian traffic or access to neighboring facilities; and should utilize local perennials, bushes and trees.
m. Have an appropriate number of garbage cans throughout public areas.
n. All public buildings should have an appropriate number of drinking fountains throughout public areas.

Overview of the Laundromat’s Major Functions
! Provide laundry and shower facilities for a nominal charge.
! Be easily cleaned and maintained.
! All sensor and water conservation technology available should be utilized.
1. The Laundry Mat will need to be in a building at least 24'x30'x10 (see floor plan attachment #__).
2. It’s length should run east to west in order to take advantage of solar panels.
3. For endurance, a metal building is desired. Built upon a cement foundation.
4. It will need to be the most energy efficient building design. UAF recommends a Passive Solar Building Design (see attachment # __).
5. It will need a commercial water pump and septic system to facilitate the laundry services.
6. This building will need to contain:
a) Laundry facilities for 8 washers & dryers
b) Shower facilities (2 shower rooms)
c) Unisex Restrooms (2)
A) Laundry Facilities
1. The number of washers and dryers will total eight (8) each.
2. There should be a water closet housing a hose, a faucet and supplies for cleaning the laundry and shower facilities.
3. The showers and washers should run along a common plumbing wall.
4. There should be a folding area/table.
5. The whole area should be easily cleaned.

C) Laundry Restroom (There will be a total of two unisex restroom)

3. These rooms should be up against the plumbing wall.
4. There should be a locking supply closet to store supplies.
5. Both should have a toilet, a sink, toilet paper dispenser, toilet seat cover dispenser, hand soap dispenser, hand dryer or paper towel dispenser, garbage cans, and one should have a tampon dispenser.
6. Appropriate sensor controlled LED lighting with an emergency light by the door.
7. These rooms should be easily cleaning with a hose.
8. One serge protected electrical 2 box near the mirror area.

Utilities Building
Overview of the Utilities Building’s Major Functions
! Provide the facilities for the utilities and renewable energy resources necessary for SNO's 4-Phase plan: laundry and shower facilities, Public Library, Community Museum and Community Center.
1. The Utilities Building will need to be at least 30'x30'x10 (see floor plan attachment #__).
2. It’s direction should be the most advantageous to SNO's overall community and renewable energy plan.
3. For endurance, a metal building is desired. Built upon a cement foundation.
4. It will need to be the most energy efficient building design.
5. It will need a loading dock or something similar.

Parking Lot
1. There must be a designated bus lane approaching the community center’s east entrance from the south to enable passenger pickup. It could circle around the building to enter a one-way exit lane. It must have a 33% turn radius both left and right.
2. Future community development in the area should be taken into account.
3. One consideration is to designate five or ten parking spots for R.V.’s.
4. May need a few plug-ins for winter use (should be on a hourly cycle)
PARKING LOT ELECTRICAL: This area will have the minimum electrical plugs for cars with one designated for diesel (most will rotate cycle 15 min./ hour; the diesel remains on while in use). There should be indoor switches to turn on each plug when the proper credit has been established.
PARKING LOT LIGHTING: There should be enough outdoor lighting to feel comfortable in the parking lot in the dark of winter.
PHASE 2
PUBLIC LIBRARY
Overview of the Public Library’s Major Functions
!Provide library services which include:
book lending,
internet access,
educational opportunities,
a safe environment for our children and
!Support and maintain public services.
SNO has been told that the modular building utilized in the city of North Pole is slated to be replaced with a permanent structure. The modular building could be moved from North Pole to Salcha if the community was capable of maintaining and supporting it. Phase 1- Laundry Mat, will support Phase 2- Public Library. SNO will utilize state and national grants to install the library building and extend the parking lot. The profits from the Laundry Mat will support the costs of the Public Library.Internet Access Area
1. The Internet Access Area should be located in the Library.
2. It should be situated in the open area near librarian.
3. There should be a printer desk with paper storage underneath that all the computers use.
4. There should be a shock resistant mat underneath the area.
5. There should be a feeling of privacy.
6. Each computer should be connected to the internet and to the printer.
7. The printer should be located near the library secure room and have a credit/debit card swipe to charge for paper and ink costs.
8. There will need a sign-up waiting list.
INTERNET AREA LIGHTING: The area should have proper overhead lighting along with task lighting.
INTERNET AREA PLUMBING: none.
INTERNET AREA ELECTRICAL: There should be a serge protected 4box near each computer terminal.

Children's Service Area
1. The major function of the children's area is to entertain the children in a safe environment.
2. The children should be easily viewed from the office.
3. The area should be mobile; mats, shelving, tables, all easily moved and rearranged.
4. There should be a stack of large storage bins for legos, blocks, etc.
5. There should be a water fountain close by.
a. This area should feel open.
c. All the children book shelves should also be moveable and could be used to section the area off.
d. The floor should be covered in moveable mats to promote comfort and fun.
e. It could have a built in entertainment center (behind plexiglass) enabling movie time, along with shelves to store media collection.
LIBRARY LIGHTING This area should have bright overhead lighting.
LIBRARY FLOORING: Let comfort, replaceability, and ease to clean decide.
LIBRARY PLUMBING: Needs its own water fountain positioned on Plumbing wall and close to the Restrooms.
LIBRARY ELECTRICAL: There should be a couple 4boxes to ease entertainment.

PHASE 3
PUBLIC MUSEUM
Overview of the Public Museum’s Major Functions
!Collect, compile, display and educate regarding the history and culture found in this neighborhood called Salcha.
!Support and maintain public interest.
The clearing for the Phase 1 & 2 will provide the logs necessary for Phase 3–Public Museum. Utilizing pioneer designing, SNO volunteers will construct a log cabin. Donations will provide the labor, materials and when completed will fill the museum with Salcha’s history and culture. The museum will be open during the summer months and special occasions. It will have very little annual costs.
1. The Museum Log Cabin will need to be at least 20'x20'x10 (see floor plan attachment #__).
2. It’s direction should be the most advantageous to SNO's overall plan.
3. For ambience a log cabin with it's foundation mounded around it for insulation.
4. It is desired to imitate pioneer cabins.
5. It will be open in summer months.
MUSEUM LIGHTING: Appropriate sensor controlled LED lighting with emergency light by door.
MUSEUM FLOORING: It will need to be durable, easily replaced; possibly split log.
MUSEUM PLUMBING: There should only by a water fountain.

Historical Archive Area 10'x10'x10'
1. The objective of the Historical Archive Area is to provide the Salcha Community a place to collect, archive and display the history of our community and our local pioneers.
2. There should be the work area with a large work table, lots of shelves and a large storage closet.
a. This will need to be a secured area.
b. It is possible to use an inner wall for secure display cases accessible only from within the secured rooms.
c. It will need a computer desk (with internet access).
3. The Display cases will be located throughout the public buildings. Locking display cases will be built into the walls and should be designed for easy and multiple rearranging.
4. This area will be secure and therefor all janitorial duties will need to be performed by volunteers.

1. The Community Center building should be at least 50'x80'x14' (see floor plan attachment #__).
2. This building will need to meet the same building criteria mentioned for Phase 1 in regards to energy conservation and renewable energy options.
3. The manager should be able to track all security cameras from their apartment and office.
4. This building will need to contain:
a. A manager’s apartment
b. An office
c. A teen room
d. A multi-use recreational hall with emergency bedding
e. Appropriate restrooms
f. Storage for recreational needs

A) Manager’s Apartment
1. The Manager's apartment should give the feeling of privacy while allowing for supervision of SNO’s enterprises.
2. The floor and connecting walls should have appropriate sound proofing.
3. The apartment will have it's own bedroom, kitchen, living room; but will share the community center restrooms and utilize the laundry mat and shower rooms.
4. It should have an outside and inside entrance.
Manager's Bedroom area 12'x12'x8'
1. This should be a quiet room with a built in closet (3'x3 'x8' with shelf above) that can be easily rearranged.
2. If upstairs it will need an emergency ladder to escape through a window.
Manager’s Living area 15'x20'x8'
1. This area should be left open with lots of options.
2. An entertainment center could be built in (3'x4'x8') as a partial wall.
3. Besides the north wall it should be open with easy access to kitchen and entrance.
Manager’s Kitchen 8'x10'x8'
1. This area should have room for a refrigerator (36"x27").
2. This area should have room for an oven/stove (48"x50"x3').
3. Area for a pantry (30"x30"x8') to store supplies.
4. Area for a sink with proper counter space and open shelves above and below for storage.
5. There should be easy access to the entrance and the community center.
6. It should be open to the living area to enable a small dining table.
MANAGER’S LIGHTING: Appropriate sensor LED lighting.

B) Office 13'x20'x8'
1. The Office should have large windows in the walls and be
positioned to enable viewing of both main entrances.
2. The function of the office is to hold necessary documents, work area and equipment necessary to manage the Community Center. To enable the manager and volunteers to perform office work while supervising the community center activities.
3. This will be the area to buy credits or receive credits upon a Community Center Card.
4. This will be the area that one views and signs up to volunteer for any community duty.
5. The office should be a secure room.
6. The Community Center's First Aid Kit should be located here, or on the outside wall
a. Will need a work desk, a computer with internet access, a chair, a telephone, a file cabinet, and a work mat.
b. The office should be able to track public movements by eye or through closed circuit cameras.
c. It should be close to bathrooms and storage/staging area for deliveries.
C) Teen Area 20'x16'x8'
1. The purpose of this area is to give the young and the young at heart a place to play.
2. Create an open area for WII tournaments, to watch community movies, or to create simply gather together.
3. It should have a large work table with appropriate task lighting, electrical outlets and storage to repair electronics or build robotics.
4. This should be an open area that is viewable from the office or the manager’s apartment.
5. It should have a built in entertainment center (protected by locking plexiglass) with lower shelves for media collection and teen books.
6. It should be open for expansion; maybe have room for a donated pool and/or ping-pong table.
7. It should have a couch, a couple of chairs and maybe a built in bench or two.
TEEN AREA LIGHTING: It should have proper overhead lighting with task lighting over work area.
TEEN AREA FLOORING: It will need to be carpeted or matted for comfort ability and static resistance.
TEEN AREA PLUMBING: drinking fountain.
TEEN AREA ELECTRICAL: 4-4box near entertainment center, at least 4box near work table, box on other wall.

D) Great Hall 50'x50'x14'h
1. The Great Hall and Stage Area should have a dividing wall/curtain from the rest of the building.
2. The wall should provide could proofing, display cases and viewing into the other half of the Community Center.
4. Any stage at this point should be temporary and able to be stored away.
5. The southern windows should have blinds or shutters for insulation during winter.
6. Possible to use back walls for fold-away bleachers.
7. Floor will need to be built as a gymnasium floor to protect bodies when used for martial arts, dance, gymnastics, or other physical activities.
GREAT HALL PLUMBING: Will need a water fountain and a restroom close.
GREAT HALL ELECTRICAL: There should be appropriate, serge protected outlets to power stage lights, sound equipment and stage props.
GREAT HALL PHONE: yes, for webcam.

1. There should be three (3) unisex restrooms.
a. One should be near the east entrance.

c. One should be between near the manager’s apartment.
2. They should be easily recognized and accessed.
3. There should be a locking storage closet to hold immediate supplies (i.e. a vanity).
4. One needs to be handicap accessible.
5. Consider tile with hard surface for ease of cleaning.
6. Need a water closet with hose and cleaner nearby.
a. Need appropriate amount of toilets.
b. Need appropriate amount of sinks.
c. Need appropriate amount of toilet seat cover dispensers.
d. Need appropriate amount of soap dispenser.
e. Need appropriate amount of hand dryers.
f. Need at least one changing table.
g. Consider one urinal.

1. There should be a storage closet at the both east and the west ends to enable storage of chair racks, tables and exercise equipment.
2. The shelf designs should be appropriate to maximize stored material and easy access.
G) Storage for food box distribution 8'x8'x8'
1. This area will need to be secure.
2. There will need to be sturdy shelves from floor to ceiling to store and organize food boxes donated through Food Bank.
3. The storage/staging room will house, organize
& distribute donations (i.e. food boxes) andwill need deep shelves.
4. This Storage/staging area needs an insulated garage door for outside loading/unloading with an house door for regular use.
H) Storage for a used clothes closet
1. This area will need bins for storing gloves, hats, scarfs, gloves, socks; and sturdy hanging rods for jackets and winter pants; and lower shelves to organized donated winter boots.
I) Storage for office and cleaning supplies 8'x8x8'
1. This storage should be secure.
2. There should be sturdy shelves for office and cleaning supplies.
STORAGE LIGHTING: Adequate, overhead florescent.
STORAGE ELECTRIC: Little to none.
STORAGE FLOORING: Able to be abused or easily replaced.
Emergency Sleeping Area 20'x20'x8' When folded they will use 6'x8'x3' each.
1. This area will only be used in emergency when a house fire victimizes a neighboring family.
2. Otherwise, the beds will be folded into the wall. It will have two (2) queen sized fold up wall beds.
EMERGENCY AREA LIGHTING: Overhead lighting with light switch close to bed.
