MISSION STATEMENT

OF

SALCHA COMMUNITY CENTER COMMITTEE

The Mission of the Salcha Community Center Committee is to plan, provide and maintain the facilities to be known as the Salcha Community Center. To design and organize the management needed to fulfill the services implied by such a name. To operate under the Committee By Laws and with honor to all the State and Federal laws mandated by the By-Laws and Articles of Incorporation of our parent associations, the Salcha Fair Associations, Incorporated. We recognize the need to be respectful in all matters and to all persons; and to fulfill any and all obligations necessary to ensure the success of the mission.

PLANNING OUTLINE

 

WHY

The Salcha Community is growing and changing, and the services and programs a Community Center can offer is needed to continue that growth. The Salcha Fair Association, Inc., went through the long-range planning process seven years ago, and have worked hard to accomplish most of the goals and objectives in our plan. We have secured the annual events designed to create the bonds of a community in our neighborhood. We have built, maintained and in the process of expanding our abilities to provide good water to our neighbors; expanding their desire to see our presence in the community. The S.F.A. continued to grow by securing funds and establishing Salcha’s first community playgrounds. It is time for us to move forward in long-range plans, to effectively use our resources and build the Community Center on the designated land.

WHAT

We intend to use the standard planning process used by our public library system, The New Planning for Results, as the framework for developing the community center.

This process is a collaborative effort between community residents and committee members. First, a planning committee, made up of community members representing various stakeholders and constituencies (who have a reputation for team work), will help the community center committee identify the community needs. The committee members will use their skills to develop new programs and services to address the needs identified by the committee.

 

 

WHEN

The whole planning process will take approximately one (1) year. The emphasis will be on preparing for implementation and not on planning as an end in itself. The community center committee director, Melissa Wills-Markgraf on January 16, 2008; as a director of the Salcha Fair Association presented her proposal and received permission to proceed with the process of creating the committee and direct the project of a Salcha Community Center. We plan on finishing the planning process for establishing a "green", self-sufficient, community center after the first year. It will take a further year to establish a document worthy of submitting for funds. However, by this point we do plan on having a fund raising sub-committee in place throwing neighborhood fund raiser to show support and gather signatures. After three years, we plan on beginning the actual preparation of the grounds and the process of erection. We have a long term goal of completing this project in ten (10) years. We feel that a community center, designed to meet to service the needs of all our neighbors, is a good and worthy project.

WHO

Melissa Wills-Markgraf, the executive director of the S.F.A. Community Center Committee Board (CC committee), will work with the members of the Committee Board and community to identify community members to be asked to serve on a community center planning committee (CCP committee). She will also work with the CC committee to identify the members to be involved at each step of the process. The Community Center Committee Board recommends that a professional facilitator be hired to help Ms. Wills-Markgraf manage committee meetings and work with community and board members to reach a consensus on the programs and services that would best meet the needs identified by the committee. If we hire a facilitator, the total cost would have to be decided upon by our parent association, the Salcha Fair Association, Inc.

COMMUNITY CENTER COMMITTEE

VOLUNTEER POSITIONS

 

COMMITTEE OFFICERS (as stated in the Committee By-Laws)

The Committee Board of Officers shall consist of a Committee Executive Director, a Secretary, a Treasurer, and two or more Sub-Committee Heads. The Committee Executive Director shall select the officers and sub-committee heads as need be. Officers shall assume their official duties upon appointment and shall remain serving their term until the mission is completed or they have resigned.

General Powers. Committee Board of Officers shall manage the affairs of the Salcha Community Center Committee. The Committee Executive Director shall hold a position on the Board of the Parent Association, the Salcha Fair Association, Inc.,be at least nineteen (19) years of age, and a residents of Salcha and the State of Alaska.

To resign the officers must submit in writing ten (10) days before and resign in person at the next regular scheduled monthly meeting of the Parent Association the Salcha Fair Association, Inc.; and have it read into the minutes.

All Directors, Officers, Sub-Committee Heads and Volunteers must hold themselves to the ethical standard dictated by the Salcha Fair Association, Inc. Articles of Incorporation papers; and the standard desired by their neighbors. Replacements can only be made for valid reasons that were not pre-existent to appointment and with a majority rule of both committee board of officers and the members present.

Committee Executive Director. There shall be an Executive Director who shall also be an officer of the Salcha Fair Association, Inc. and who shall be the active executive and administrative officer of the Committee and shall be charged with the direction of its activities in the accomplishment of its purposes. The Executive Director shall be the official custodian of all paper, documents, books and records of the Committee. The Executive Director shall also serve as secretary of the committee , when need be; and shall keep the minutes of the meetings of the members and the Board of officers, and shall perform such other duties as pertinent to this office or as has been volunteered for. The Committee Executive Director shall render reports to the parent Association, government or public as need be. Shall preside over all meetings, including special, of the Salcha Community Center Committee. The Executive Director shall appoint all committees and/or chairperson of sub-committees. The Executive Director (director) is authorized to act, within the limits of their authority, for the Salcha Community Center Committee as principal. The Committee Executive Director is also responsible to ensure the committee is properly managed, procedures are followed and proper judgement is used in all community and financial transactions.

The Secretary shall record the minutes of all meetings of the Committee and shall maintain files and handle and perform such other duties as may be delegated. A copy of all documents related to the committee or its parent association shall be stored in a reading file maintained by the committee secretary. The secretary shall keep open communications with the secretary of our parent association. This job will be done by the Committee Executive Director is the Secretary is unavailable.

7:03 The Treasurer shall have charge and supervision over all funds, receipts and disbursement of the committee and shall make disbursements in accordance with the authorized approval by the Committee Director and/or Committee Board of Officers. The Treasurer shall present a financial statement at each meeting and a full report for the preceding year at the annual meeting of both the Salcha Community Center Committee and of our parent association, the Salcha Fair Association, Inc. Two or more persons selected by the Committees Executive Director or its Board of Officers shall annually audit the bank accounts.

6:06 The Committee Director shall appoint the following sub-committees.

    1. Allocations Sub-Committee. The Allocations Sub-Committee shall operate through and in accordance with our parent Association, the Salcha Fair Association, Inc. and it’s non-profit status; and to receive use of the 501C(3) account number. The Allocations Sub-Committee shall establish, maintain and annually report upon designated Salcha Community Center Committee bank account. The Allocations Sub-Committee shall on behalf of the donors to the Salcha Community Center Project, recommend allocations and funding for venture grants and special projects to qualified entities, based on priority needs in the community. The Allocations Sub-Committee could be chaired by the Community Center Committee Treasurer.
    2. Communications Committee. The Communications Committee shall be responsible for the dissemination of all information concerning the Salcha Community Center Committee and matters incident thereto.
    3. Development Committee. The Development Committee shall be responsible for the research, dissemination and planning of the facilities and matters incident thereto.
    4. Legal Committee. The Legal Committee shall be responsible for permits, contracts or any other legalities the Community Center Committee will meet in its mission.
    5. Technical Committee. The Technical Committee shall be responsible for researching, dissemination and planning of the technical capabilities needed (i.e. credit/debit accounting system, computer center, gaming area).
    6. Nurturing Committee. The Nurturing Committee shall be responsible for pats on the back’. It is important to the momentum of any project to take the time and effort to show volunteers that what they have contributed is appreciated and is making a difference.
    7. Other Committees. The Director shall appoint such other committees, as the Board of Officers may deem necessary for the orderly conduct of its business.

PERSONAL:

I am a poet. This tells you how I look at life. I am a happily married mother of two. This tells you why I am not working for other people. I am a child of the 70's and one of many who believe that one is either improving the world around them; or, not. This tells you that I do not accept the philosophy that one must behave disrespectfully or unethically to succeed. One could surmise that may be the reason why I am not putting my efforts in a for-profit business. I am also a rebel. I was raised to figure things our for myself; and to realize my own personal creed. I chose one centered on the only thing I knew existed for certain that was worth living for, goodness. I am honest, logical, straight forward and a long-range planner. I am the type of personality employers dream of-- reliable, friendly, intelligent, able to learn quickly and who loves to challenge myself.

SKILLS:

Leadership abilities, managerial skills (i.e. planning, creative thinker, logical, self-disciplined, accountable), a quick reader who is able to retain, an average typist and 10-key bookkeeper, computer literate. I believe my best skill is my will power–my ‘can do’ attitude melded with the fortitude that never quits.

The first planning assumption presented in the process is that "excellence must be defined locally– it results when a community center services match community needs, interests, and priorities.

PREPARE: PLANNING TO PLAN

Task 1: Design the Planning Process
