If you want it posted as worded, you take the heat
For those who might not have known, Starkeyville got its first in
rememberance an ice jam flood. In the past, the dry sloughs have taken the
water, and we simply rolled up our pant legs; not so this time. Last known time
of flooding on this plain was the '68 flood. It was quite the surprise for all
of us.
Ice jams downstream didn't allow these sloughs to empty into the Little Salcha,
so everything simply backed up. From Sun AM through Thurs AM, we averaged 23" of
water; appeared to crest Tues pm at 33-36". The current was around 5-7 mph; at
23" it was around 2-3 mph.
Steve G. was kind enough to let us borrow a canoe once we got a few supplies
stashed on the other side for evacuation, to include pet goodies and gear. We
cruised the neighborhood and placed high water marks where we safely could
manage, and actually had to run some non-residents out of there about the time
the water was cresting. He ate with us, and I got him ferryed out before dark.
To my knowledge, the Piledriver area was unaffected, but monitored.
I would like to make it known that thru this time, Rob and Val Weathers were on
the beat with the rest of the Salcha Rescue crew, knowing their own place was
being flooded. As a cooperative weather observer, I kept both the local command
and my NOAA folks apprised of our situation; it brought them some comfort
knowing that someone was at least on watch while they carried out their
community duties. They are to be applauded; Rob is also very proud of the way
the rest of the team handled itself through this period.
We currently have diesel and sewage contamination in the neighborhood; the large
volume of water flushed a lot of it downstream. Viltrakis' and Weathers' have
crawl space damage; we fear the Taylor's place is pretty serious, as he
sustained 18" of water in his older log home. Stalhnecker is okay; haven't
gotten over to visit yet, other than to learn he went to the roof, given the
strength of the current, as he received the full brunt of the river where it
breeched. We, Nutter's, and Chuck's place are fine. Our high water mark was
just below the bottom of our kitchen step, with another 16" of freeboard before
ADIOS. Water testing and septic pumping is pending along with assessment.
Guess it's time to have the hydrologist update the topography. The Tanana did a
sneaky pete on us.

WHEN A REAL TROOPER CAR FINALLY SHOWED UP IN MY YARD IT WAS TROOPER
SANDS...THEY COERCED ME AND INTIMIDATED ME INTO BLOWING INTO THEIR SILLY LITTLE
MACHINE & CLAIMED I WAS "OVER THE LEGAL LIMIT FOR ALCOHOL" AFTER BEING THROWN
DOWN ON THE GROUND AND BADLY BRUISED, I WAS HAULED INTO FAI TO JAIL.FOR "DUI".
THEN THEY HAULED MY TRUCK INTO TOWN TO THE IMPOUND YARD WHICH ADVERTISES IN THE
GCI YELLOW PAGES THAT THEY TAKE CREDIT CARDS FOR PAYMENT, HOWEVER THE IMPOUND
YARD REFUSED THE CREDIT CARD AND IT TOOK AN EXTRA TWO DAYS TO GET THE CASH UP TO
GET MY TRUCK OUT WHICH COST AN ADDITIONAL FIFTY DOLLARS!!
I'M APPALLED AT THE WAY I WAS TREATED AND HOW MY CIVIL AND ADA RIGHTS HAVE
BEEN VIOLATED...I HAVE TO GO TO COURT 1 OCT 07 AND HOPE YOUR SITUATION CAN SHED
SOME LIGHT ON MY OWN...MAYBE EVEN GET THIS THING THROWN OUT OF COURT AS WELL AS
SOME RESTITUTION FROM THE STATE CONSIDERING THE STEEP COSTS OF BAIL AND

I know some of you are familiar with the presence of the new Cold Climate
Research Facility up at the U.
Moreah and I attended the Cold Climate construction seminar down in Delta
this past Saturday; the website is a product of the speaker's efforts over
the years.
I hope and encourage you to share this website; the need for sustainable,
affordable housing in the Fairbanks area is needed like it never has been
before. There's some GOOD STUFF here. We learned a lot.
The Alaska Building Manual for AFHC has been updated in 2006, so give it a
look as well.

number.
I was further informed that
this scam has been
originating from many local
jails/prisons
DO NOT press 90# for
ANYONE ! The GTE Security
Department requested that I
share this information with
EVERYONE I KNOW.
After checking with Verizon
they said it was true, so do
not dial 90#

This is the dialogue I had with my insurance company:
Hi,
I am a current policy holder with your company.
Currently, the Salcha community near Eielson AFB does not have fire service
(zip 99714). Due to a rash of fires throughout this winter, the push is on once
again for us to organize a volunteer fire service, in addition to our already
in-place ambulance service as Salcha Rescue.
For the sake of argument, some folks believe that our insurance rates would
drop. I am not one of them. The other side of that is that our property values
would go up exponentially, given that service, and that our insurance premiums
would reflect this as well.
Most of us feel that with only a volunteer crew, as opposed to a crew in-
station, that the response times would be as marginalized as medical response
times, in that there might not be enough members responding to adequately and
effectively do nothing more than to prevent any further spreading of a fire.
I have also had a fellow Salchan point out that if his structure were only
partially burned, that the insurance company would only pay for damages
incurred, which would fall very short of what it would cost this day and age to
replace and bring up to code. Some clarification here would be very helpful.
This is a rather impassioned discussion, and there will be a petition
circulating in our community to sign yes or no for some kind of fire service in
the Salcha area.
If you would be so kind as to provide us with some accurate consumer
information, this would be vastly appreciated. I am only QUITE aware that you
have several customers with home insurance in the Salcha area.

Margie,
My name is Cathy X. and I am the Personal Lines Manager for X. Insurance
Company. I am not in any way an authority on the issues you have addressed nor
am I a consumer advisor. You have some valid points to be considered in your
community's research into the feasibility of organizing a volunteer fire
service. I can tell you that a recognized fire department whether volunteer or
not, can make a difference in a homeowner's insurance premium but there are
many factors that determine what the possible savings to the homeowner would or
could be.
For instance the distance to the Fire Station from the home or the Protection
Class assigned to the Fire Station can be a deciding factor in the premium
difference. It would be advisable for you to contact another volunteer Fire
Department in your area to see what they had to do to organize a recognized
Fire Department and what rating they were given and how their homeowners were
affected by the additions of a Fire Department to their area. Very possibly a
licensed insurance agent could give you the name of a Fire Department or you
could contact ISO (Insurance Services Office) in New York to see if they can
shed some light on your questions regarding a volunteer fire station. ISO web

As for the question of Insurance to value or replacement cost, here again I
would suggest you contact a licensed insurance agent in your general vicinity
and discuss the different types of coverage available to homeowners and how
replacement cost is determined to keep up with costs of construction as they
inflate each year.
It may also be a good idea to check the web site for the Division of Insurance
for Alaska to see if they can give you any more detailed advice.
It suffices to say, a good Fire Department can be the difference between a
partial fire loss and a total fire loss to a homeowner.
I hope I have been of some assistance.
So, I have gone to www.isomitigation.com, and found it's both interesting and
informative. I thought this to be particular to be aware of if you are thinking
about signing that petition:

The PPCTM Evaluation Process
To determine a community's Public Protection Classification (PPCTM), ISO
conducts a field survey. Expert ISO staff visit the community to observe and
evaluate features of the fire-protection systems. Using a manual called the
Fire Suppression Rating Schedule (FSRS), ISO objectively evaluates three major
areas:
a.. fire alarm and communications systems
A review of the fire alarm system accounts for 10% of the total
classification. The review focuses on the community's facilities and support
for handling and dispatching fire alarms.
b.. the fire department
A review of the fire department accounts for 50% of the total classification.
ISO focuses on a fire department's first-alarm response and initial attack to
minimize potential loss. Here, ISO reviews such items as engine companies,
ladder or service companies, distribution of fire stations and fire companies,
equipment carried on apparatus, pumping capacity, reserve apparatus, department
personnel, and training.
c.. the water supply
A review of the water-supply system accounts for 40% of the total
classification. ISO reviews the water supply a community uses to determine the
adequacy for fire-suppression purposes. We also consider hydrant size, type,
and installation, as well as the inspection frequency and condition of fire
hydrants.
After completing the field survey, ISO analyzes the data and calculates a PPC.
The grading then undergoes a quality review. The community will receive a
notification letter identifying the new PPC. ISO also provides a hydrant-flow
summary sheet, along with the classification details and improvement
statements. The classification details summarize each subcategory and indicate
the total points the community earned. The improvement statements indicate the
performance needed to receive full credit for the specific item in the
Schedule, as well as the quantity actually provided. /quote.
**This is something I had a bit of a debate over several years ago when the
fire department issue had been discussed was the lack of infrastructure, and
what it would take to make all this feasible. Okay, so where are we going to
pump water from at -30F without having to travel back to one or two locations
to do so?
How much equipment/buildings/manpower, ad nausem do we need? This also goes
without considering training, requalification costs, and overall upkeep of
equipment, facilities, and insurance.
Really, are we being asked to write a blank check for all of this? Again?
There is also a gross disparity as to who would benefit from fire protection
and who would not. For example, if you live on the back side of Harding Lake or
up on Salchaket Heights, or any point between Midway Lodge and the Richardson
Roadhouse (which is the end of Salcha Rescue's service area), or even up the
Salcha River, there is truly not a snowball's chance in hell of enjoying fire
protection while you pay through the nose for it. Yes, all of these areas
mentioned are within the Fairbanks North Star Borough as taxable properties,
mentioned as a courtesy to you new people out in the Salcha area.
As I had mentioned about my visit to the DNR office in another post for a burn
permit, the customer ahead of me was quite upset that his home insurance
company insisted that he was serviced by the Steese Fire Department, and not
the University Fire Department. From what I gathered, this made his homeowner's
insurance higher that it would be under the University fire service
jurisdiction.
The clerk was able to pull up his parcel account to see which service area the
Borough had designated his property to be assigned, and it was to the
University fire service area.
Given the reply from my insurance company, and the disparity the aforementioned
homeowner has with his insurance coverage rate between the University and
Steese Fire Service areas, I got the following information, with an Insurance
Class Rating of "1" being the highest/best:
Fairbanks Fire Dept, rating of 1 University Fire Dept, rating of 2 North
Pole Fire Dept, rating of 3
Steese Fire Dept rating of 8- that's right, 8. And per their admin assistant,
who was kind enough to return my call, they are trying to get themselves
plumbed up to a 6. That's still quite a far cry from the other three department
ratings.
SO, give the www.isomitigation.com website a look.
And for cryin' out loud you guys, get some flippin' insurance. It ain't going
to bankrupt you.

to mention that somebody stole the totem pole out side the Midway Lodge,

Okay, there has to be
someone out there that knows something. First, the beautiful Salcha
sign that was stolen right after it was put up, the fuel tank from the
fairgrounds, and now the picnic table. We personally have had two
thefts. They stole the cache at the end of our driveway and last week I
noticed all of my big tomato planters had been taken. The stealing out
here is getting ridiculous. We can only hope they catch the ones
responsible and they get what's coming to them. I hope someday they have
something taken from them that means something and they'll know how it
feels.
It was a
great day when we learned that Leroy Ellison was making a beautiful
picnic table as a donation to the seniors to be raffled off in an
effort to collect some money to pay the fuel bill for the senior
building.
He
delivered it to the seniors on Friday morning and we all were standing
around admiring this beautiful golden log picnic table.
Well,
guess what, some lowlife individual/s stole it Saturday night. Picnic
table and the trailer it was loaded on

you seen it somewhere or maybe even noticed that somebody was driving

This letter is in response to
Mrs. Kimberly’s recent assault on members of the Salcha community. In this
letter, Mrs. Kimberly invites anyone to dispute her claims if they can. Well,
that is exactly what I intend to do, not only with the response, but also
verbally to members of our small tight knit community.
- Maybe the lack of mention from
the Newsminer for the woman that lost everything in the fire was due to the
fact that she was out of town when it happened, and as she had only lived in
the community for a few short months, not a lot was known about her.
- As Mrs. Kimberly mentioned, she
has lived in the community for 18 years. At no point during this time has
Salcha had fire service, which I am sure she was aware of. So why was she so
surprised that she could have lost everything if the fire had spread? She
should be happy to learn that there is a petition in the works to remedy
this situation, so that in the future, neighbors will not have to experience
the horror and helplessness that she felt that day.
- As far as the owner of the Knotty
Shop bribing bystanders with free ice cream to help her haul out inventory.
If I was in Crissy’s situation, alone and scared, with no one to help me, I
only hope that I would have the foresight to seek help in any way possible.
- How is Mrs. Kimberly sure why
Ralph and Crissy had their picture taken in front of the burned out home?
Did she ask them? Maybe they wanted to be able to show their young son,
later in life, what had happened to the home where he was born and raised.
For that matter, what business is it of anyone why? One thing that she
conveniently left out was that this was the home that Ralph and Crissy lived
in and raised their family in for four years, having just moved out a mere
three months prior to this tragedy.
- As for why Crissy did not mention
that the woman who was renting the house had cats, maybe in the panic of the
situation, she just was not thinking straight. If she had realized at that
moment that the cats were trapped in the home, I have no doubt that she
would have done everything in her power to rescue them. Knowing Crissy to be
a very soft-hearted, caring person, this is something that will weigh on her
mind for a long time in the future, even though nobody in their right mind
could fault her for not thinking of every detail during this difficult
incident.
- Knotty Shop, one of a kind. You
bet it is. When I want a special locally hand-made gift, this is where I and
many others head, because we know that we will have a choice of the finest
available at a price that is fair. When I have company, this is where I take
them to shop for souvenirs. I know that we will be treated with kind,
courteous, friendly respect, not only by the employees, but also by the
owners. This is the way it has been since the shop opened, by the former
owners and the current.
- Mrs. Kimberly wants to know what
the Knotty Shop has done for the community, because she couldn’t think of
anything. Obviously she is not as much in the know as she seems to think she
is. The Knotty Shop has given many of our young and not so young Salcha
citizens a place to work where they did not have to commute for an hour to
do so. This has enabled many people to gain valuable work experience in a
friendly, relaxed environment. I personally can name several such people who
have gone on to other experiences in life. People that value the time that
they spent working here for both the old owners and the new. Thankfully
there are many more good and decent former and current employees then there
are bitter, disgruntled ones. Another way that the Knotty Shop has helped
the community is with donations, many many donations. Here is list of some

I feel deep sympathy for Liz, the
woman that lost her possessions in the recent fire, along with her treasured
feline companions, and truly hope that she is receiving the support she needs.
The fact that someone is using her tragedy as a way to vent their anger and
frustration of completely unrelated issues is appalling and in very bad taste.
In the future, I would recommend that if a person knows not of what they speak,
then perhaps they should refrain from speaking.

enough to print it and I would like to apologize to him for having to endure the
wrath it brought down on his head.
Your website is a wonderful community service and I am truly sorry
for any negative aspects I brought to it by expressing my own personal opinion
of what I have experienced while living out here in Salcha. You do not deserve
to be treated as you have been by those that don't appreciate my opinion or
agree with it.
I do like the 'new' addition to your site and hopefully others can
discuss and express themselves about this community and how they think they
might better it.
I certainly agree with you that,' if you aren't part of the cure,
you are part of the problem'.
I would also like to tell all the business owners in Salcha that
do contribute to this community that my family appreciate your efforts and
we will support you by bringing our business to you.
And before I end this I would also like to say thanks to all of you
who supported me with emails, cards and nice phone calls. It really helps to
know that I am not alone out there.
So, Morrie, again I am truly sorry for anything this very
impassioned, frustrated, grieving, menopausal woman might have done to bring
down the wrath from above on your head.
